Accented Characters - Solution Found

Accented characters seem to be working now. This happened due to my inexperience with unicode character sets and how the web handles them. I was encoding everything to ASCII and I should have been encoding to UTF-8.

I’ll be uploading a new version of WinTumblr as soon as I have tested this change in every place. So please give me a day.
